An electronics engineer and management postgraduate from IIM Ahmedabad, Ms. Srikumar has spent over 30 years leading infrastructure financing, project development, financial structuring, and bond market access. As the former Director of Infrastructure Ratings at CRISIL, she pioneered the credit rating framework for the country's historic first municipal bond issue by the Ahmedabad Municipal Corporation in 1998.
Recently, she has driven successful municipal bond issuances for Urban Local Bodies (ULBs) across Uttar Pradesh, Gujarat, and Tamil Nadu, including the landmark first green bond issued by the Ghaziabad Municipal Corporation. A global authority on sub-national financing, she routinely provides strategic advisory assistance to the World Bank, ADB, IFC, USAID, FCDO, and UNDP. She also recently served as Senior Finance Advisor to USAID’s global WASH FIN 2 program, steering municipal bond preparations and urban infrastructure institutional strengthening across multiple states, including Tamil Nadu, Odisha, and Assam.
